Legal Department

The legal office conducts the licensing process of Electricity and Petroleum activities. The legal office acts as the Board Secretariat and is responsible for ensuring effective and efficient support of the operations of the Board. The Secretariat also provides legal advisory services on regulatory matters during development and safeguards the legal interests of ESERA when other parties are involved. Through the consumer affairs and stakeholder management unit, this department is also responsible for the promotion of consumer interests whilst maintaining the integrity and sustainability of regulated entities. Furthermore, through the capacity procurement unit, this department facilitates the procurement of electricity generation for the country.

Capacity Procurement - This unit is responsible for facilitating an increase of power generation capacity in Eswatini through creating an environment that will allow the participation of Independent Power Producers (IPPs), and to encourage the integration of renewable energy technologies in the country’s energy mix through a competitive tendering approach. It drives the procurement of renewable energy power plants to ensure that the country is self-sufficient in meeting the local demands for electrical energy.
